EducationWEST BENGAL 1. Medical College, 88, College Street, Calcutta - 700073. 2. Nilratan Sircar Medical College, 138 Acharya J.C. Bose Road, Calcutta - 700014. 3. r.G. Kar Medical College, 1 Belegachi Road, Calcutta - 700004. 4. Calcutta National Medical College, 24 Gorachand Road, Calcutta-7004. 5. Bankura Sammilani Medical College, Bankura - 722101. 6. North Bengal University Medical College, Sushruta Nagar, Darjeeling - 734432. A joint Entrance Examination for admission to the P.G. course for the above seven Medical Colleges in the State is held by the Central Selection Committee constituted by the Government of West Bengal. 25% of total seats in these Medical Colleges are filled on All India basis through All India Entrance Test to be conducted by the AIIMS, New Delhi. The common details for these colleges are as follows : Reservation of seats : Some of the seats available are reserved for noinees of (i) Government of India (ii) Government of West Bengal and (iii) certain donors (under contractual obligations), 15 and 15% of the available seats are reserved for Scheduled Castes/Tribes, respectively of West Bengal. The seats other than those reserved for nominees of Government of India State Government and donors and for the Scheduled Castes/Tribes, are allocated districtwise on the basis of the populations of the Districts (Calcutta within the tgerritirial jurisidction of Calcutta Corporation is also a district.) Domicilae bar : Only bonafide of the State are eligible to sit for the entrance examinaton. A candiate for admission to any of the district quotas of seats sshall be normally resident in the district, from the reserved quota of hwich he wishes to be selected. Normally "resident in the district" means a person who has or whose parents have permanent residence in the district on the date on which such person makes an applictionfor admission to a Medical College and includess (i) a displaced person from erstwhile East Pakistan who had established permanent residence in the at district prior to March 25, 1971, subject to production by him of Indian Citizenship Certificate from the appropriate authority (ii) any son/daughter of an employee of the Central Government including Army, Navy or Air Force Personnel, or of an employee of any Statutory or Corporate Undertaking of the Central or any State or Union Territory Government, who is stationed for the time being in that district, and (iii) any person who has or whose parents have permanent residence in that district but is at the time of admission residing outside that district. "Permanent residence" means ordinary residence of a period of not less than two years. Method of Selection : Admission is made on merit as determined by the Joint Entrance Examination which is usually held in the 1st week of May of the year of admission at the following placess, provided there are sufficient number of eligible candidates. Calcutta, Darjeeling, Delhi, Durgapur, Howrah, Jalpaiguri, Kharagpur, Cooch, Behar, Bankura and Burdwan. Details of Prospectus. WEST BENGAL Detailed Information UNIVERSITY OF CALCUTTA 1. GENERAL INFORMATION (1994) Relevant rules for admission of candidats to different post-graduate medical degree and diploma courses of the Calcutta University conoducted by the university college of medicine and different institutions under the Calcutta University (excepting the courses conducted by the All India Institute of Hygiene & Public Health, Calcutta). M.D./M.S. and Diploma Courses 1. Citizens of India obtaiining the MBBS degree from West Bengal State Universitites only are, eligible to apply for the 75% of seats of different post-graduate Medical courses run by theCalcutta University. The selection of candidates for admission to theses seats will be conducted by the Calcutta University. In terms of Hon’ble Supreme Court’s directive the candidates for remaining 25% of seats in each course will be selected by All India Entrance Examination. However, the students who obtained their medical degree from universities outside the territorial limit of West Bengal but thereafter registered with the Calcutta University will also be treated as students of the Calcutta University for the purpose of determining their eligibility for admission to various Post-graduate Medical courses. 2. The candidates from foreign countries, sponsored by the Central Government may be admitted in some additional seats on the approval of the Vice-Chancellor, provided they are found therwise eligible as per relevant regulations. Such candidates need not appear in the admission test. 3. Admission will be made in order of merit. The merit list will be drawn up by computing marks obtained in the test examination and weightage as per clauses 4.5 and 6 below. Selected candidates must get themselves admitted in their respective courses within 30 days from the date of publication of the result in case of first list and subsequently withhin 21 days in case of 2nd list, failing which the selection of the candidates wil be treated as cancelled. Government sponsored candidates will be considered for admission only against Government quota onthe basis of merit list computed in the above manner provided they obtain the minimum qualifying marks as stipulated in clause 7. 4. That out of a total marks of 200 as assigned for selection of a candidate for admissio to different Post-graduate Medical Degree and Diploma courses, 195 marks will be earmarked for a written test and 5 marksas specifically indicated hereinafter. 5. (a) For written test, there will be one question paper for all Degree and Diploma courses, The paper will consist of two groups, Group "A" being comprised of Anatomy, Physiology, Biochemistry, Pharmacology, Pathology, Microbiology, Community Medicine and Forensis & State Medicine group "B" will cover all the clinical subjects - Medicine Surgery, Paediatrics, Obstetries & Gynecology, Ophthalmology, ENT Orthopaedics, Anesthesiology, Dermatology & Venereology,Psychiatry, Radio-dagnosis, Radiotherapy and Physical Medicine. One hundred ninety five(195) objective type of Question each bearing one mark are to be answered in 2 1/2 hours (150 minutes) provided that for each incorrect answer there will be a deduction of 1/2 mark as negative marking. In no case a candidate can claim more than one benefit and additional 5 marks as well. 7. Elibility marks for the purpsose of selection be fixed at 70 marks in the written test. 8. That for the purpose of selecting candidates from amongst the candidates (s) securing equal marks in aggregate the candidate with higher marks in written test will get priority. In case of equality of marks obtained in the written test, in such cases candidate(s) passing the MBBS examination in the ‘first attempt’ will get priority. If all the candidates concerned passed the MBBS examinatio in the MBBS examination will be taken into consideration : where there is no separate examination for a subject in MBBS level marks obtained in Medicine will be considered. In case of equality of marks also in the subject concerned or inMedicine, in such cases, total marks obtained in 1st, 2nd and 3rd Professional MBBS examinations will be taken into account. 9. That medical graduates registered with the State Medical Concil or Medical Council of India will only be eligible for admission. 10. Appliction who appeared to be prima-facie eligible will be provisionally permitted to sit for the admission test. If after scrutiny, at any stage, it is found that an applicant is other wise ineligible, his/her candidateure will automatically be cancelled even if he/she has appeared at the examination and secured a position in the merit list. 11. That he price for the Application form for admission to Post-graduate Medical Degree/Diploma courses is fixed at Rs. 500/-. 12. Each candidate has to ubmit one application form and may give option in order of preference for admission to postgraduate medical courses maximum of six degree and/or diploma courses of which 3 courses shall be basic subjects and 3 shall be clinical subjects. The list of different Basic and Clinical Objects are mentioned in clause 16. 13. That the last date for receiving Application form shall be three weeks from the date of notifiaction in the Press. 14. That the number of seats for admission to the different Degree and Diploma courses run by the University College of Medicine and different Institutions affiliated for the purpose is furnished in Annexure ‘A’. 15. That the number of seats in the following courses as noted against each is reserved for candidates belonging to the West Bengal Health services/Medical Education services out of the total general seats in ech subject, provided such candidates obtain the minimum qualifying marks in the Admission Test fixed for the purpose. Provided further, that each of the officers of the W.B.H.S. will be required to produce a certificate from the Director of Health Services/Director of Medical Education, Govt. of West Bengal, stating that the candidate is an officer of the W.B.H.S. and is being sponsored by the Government. Applicants who went to have the application form by post should write direct to the Manager, Sales Counter, University of Calcutta, along with a crossed Indina Postal Order for Rs. 500/- (Rupees five hundred) only in favour of the University of Calcutta, payable at Calcutta Post Office, together with a self-addressed stamped envelope (size : 11" x 5") of Rs. 2/- at an early date. 4. Eligibility of a candidate for a particular course should be assessed carefully bh the candidate himself/herself before purchasing the form. Any further information may be had from the office of the Secretary, Faculty Council for postgraduate studies in Medicine, Nursing, Homeopathy, Ayurved & Dental Science, Calcutta University by the candidate personally or by post by sending a self-addressed stamped envelope of Rs. 2/- 5. Candidates for D.M>/M.Ch. Courses should apply for only one course. 6. A candidate may apply for maximum of six courses in a single application form as per clause 12 of Admission Rules for M.D./M.S. and Diploma Courses. 7. Those undergoing any other Diploma/Degree courses including Ph.D. are not eligible for admission in the time session. 8. Applications must come through proper channel in cases of those who are in employment. 9. Eligible applicants for M.D./M.S. and Diploma courses are to appearp in written test for which no T.A. is admissible. The date and other particulars of the examination will be notified later on. 10. Even after provisional selection, if a candiate is found guilty of impersonation or of submitting fabricated or tampered documents or making incorrect or false statement or suppression of material, the candidate shall be disqualified for admission and may be penalised in aaddition as per rules and regulations of the Calcutta University. 11.
