Competitive Entrance Test for Admission to Post-Graduate Medical/Dental Degree Courses (Three year residency system) in the Government Medical/Dental Colleges at Patiala and Amritsar - 1994.
1. Introduction
1.1 Notification :
The Punjab Govt.vide notification No. 11/68/94-5HB3/1787 dated 8.6.1994 has decided that he selection of students for admission to three years Post-Graduate degree course form the session 1994, in Government Medical/Dental Colleges, Patiala and Amritsar shall be made by holding a Post-Graduate Entrance Test in pursuance of Hon'ble Supreme Court of India directionns in Civil Misc. Petition No. 7657 of 1987 and taking into consideration the academic achievements of fresh candiddates/benefits of length of service of PCMS/PCMS (Demtal) PDES candidates. All previous notifications in this respect issued by the Government from time to time are hereby superceded upto this extent.
The Government has further decided that the said test shall be conducted by the Guru Nanak Dev University, Amritsar.
1.2 Distribution of Seats :
25% of the total seats will be filled on All India basis through competitive Entrance Test. Of the remaining seats 60% will be filled from amongst the eligible PCMS/PCMS (DENTAL) /PDES Medical/Dental graduates through Post-Graduate Entrance Test.
i) For 60% seats :
The test shall be open to the candidates who have completed three years rural service in punjab Civil Medical Service and PCMS (DENTAL)/PDES Candidates with three years service out of the which two years in difficult border areas will also be eligible. (The period of three years will be computed upto 30.6.94. A certificate regarding length of PCMS/PCMS (DENTAL)/PDES services from the competent authority i.e. Civil Sergeon, Principal Medical/Dental Colleges/Medical Superintendents E.S.I. Hospitals should be attached by each candidate with the applicatin while applying for the test. Only regular service will be counted and inservice candidates be considered as on deputation or studies with Medical Education and Research Department without any deputation allowance.
ii) For 40% Non PCMS/PCMS (DENTAL) /PDES Seats :
Medical/Dental Graduates who are of Punjab Domicile and and are not in PCMS/PCMS (DENTAL PDES will be eligible irrespective of the college from where he/she has graduated. Those PCMS/PCMS (DENTAL PDES doctors who have not completed the requisite service and resign to join such courses will also be eligible under this category.
Choice of Subjects :
After the declaration of the result, the selection in each speciality and institution shall be made on merit. After selection, the allotmet of subjects will depend upon the position obtained by a candidate in the merit list as per his/her choice. The choice of the subject for the Post-Graduate course and the Institution will be obtained from the candidates at the time of interview. Once the subject is alloted to the candidate, he/she has to accept the subject so allocated to him/her. Any candidate who, for one reason or the other, does not accept the subject allocated to him, will be debarred from appearing in P.G. Test for a period of seven years. The Allocation made will also be immediately displayed on the notice board.
The break-up of marks for admission to Post-Graduate courses will be as follows :
a) Marks for test 80
b) Marks for academic career/benefit of length of service 20

Regarding (b) above
A) For candidates under 60% quota, 20 marks shall be assigned to them as per their length of service, as under :
i) For rural service two omarks for one complete year and (ii) for Urban service 1.5 marks for one complete year to the maximum of 20 marks. The last date for calculating the benefit of length of service will be the last date of submission of application to the University for the test.
B) For graduates under 40% quota, 20 marks shall be assigned to their academic and total marks obtained in MBBS/BDS examination including SPM.
1.4 Pay/Stipend:
All doctors who are selected for admission to P.G. Courses under 60% quota shall have to produce No Objection Certificate from the Director, Health Services, Punjab, before joining the course in accordance with instruction issued vide Punjab Government memo No. 26/74/92-5HB2/1471 dated 20.1.1993 and memo No. 26/74/92-5HB2/29852 date 10.4.1993 and from time to time. Graduates selected under 40% quota will get fixed stipend as determined by the Government for the course period from time to time.
1.5 All candiidates selected under 60% quota for Post-Graduate courses shall have to execute a bond as hereto fore serve the Punjab Government for specified period. Others will also be required to give a bond if selected later. These shall be open to the candidates of Punjab domicile only.
2.2 The domicile of Punjab of a candidate will be determineed in terms of the instructions issued by Government of Punjab, Department of Personnel and Administrative Rforms (personnel Policies Branch) in their circular letter No. 127/78-PP/3108 dated the March 12, 1982.
2.3 Al inservice PCMS/PCMS (DENTAL PDES doctors and non PCMS/PCMS (DENTAL PDES graduate will be eligible to appear in the said test irrespective of their extra attempts in undergraduate career.
2.4 All those candidates who qualify upto 30-6-94 will also be eligible under 40% quota.
2.5 A candidate should hold a recognized MBBS/BDS degree from an approved Medical/Dental College or a foreign degree included in the schedules to the Indian Medical Council Act 1956/Dental Council of India or any of theSTate Medical/Dental Council after completing compulsory rotatory internship.
Note : Candiddate who has passed BDS in the year 1989 and 90 from GND University or Punjabi University must have done one year paid rotatory internship.one year House Job to be eligible to appear in the test.
2.6 The candidates who have already obtained a post-graduate degree shall not be eligible to appear in the test.
2.7 Once the admission taken no change of speciality/institution will be allowed.
3 Format of Examination
3.1 The examination will be of the standard MBBS/BDS examination and shall cover all the subjects of MBBS/BDS course.
3.2 There shall be one paper of 3 hrs. duration (from 10am to 1.30 pm) with two parts and each containing 150 multiple choice questions (MCQs).
3.3 All questions will be objective type (MCQs). Each answer with correct response will be awarded 4 marks. Negative marking will be adopted for incorrect responses. One (1) mark will be deducted for each negative response. Zero mak will be given for question non answered. More than one answer indicated against a question will be deemed as incorrect response and willl be marked accordingly.
4. Admission Form
4.1 Candidate seeking admission to the entrance test is required to send his/her application on the prescribed form alongwith the card for computer centre given at the end of the prospecuts.
4.2 The candidate shall fill in the admission form in his/her own hand.
4.3 A crossed demand draft of any scheduled bank payable at Amritsar of Rs. 350/- in favour of the Registrar, Guru Nanak Dev University, Amritsar shall accompany each admission form.
4.4 The candidates is required to go through the prospectus carefully and acquaint himself/herself with the all the requirements will regard to filling in of the admission form.
4.5 Admission form complete in all respects and accompained by the necessary fee should be sent to Co-Ordinator, P.G. Medical Entrance Test, Vice Chancellor's office. Guru Nanak Dev University, Amritsar.
4.6 The envelope should be supercribed " ADMISSION FORM FOR ENTERANCE TEST POST-GRADUATE MEDICAL/DENTAL COURSES"
4.7 It will be the responsibility of the candidate to ensure that he/she fills his/her correct address in the acknowledgement card and in the address slips for sending the ADMIT CARD and RESULT CARD. The university shall not be responsible for loss in transit or for incorrect address given by the applicant.
4.8 Admission form alongwith the fee should reach Co-ordinator's office at the latest by 5.00 p.m. on 4.7.1994. No admission form received thereafter shall be entertained on any ground whatsoever, No postal delay shall be condoned.
4.9 After the result of the competitive entrance examination has been declared, the candidate shall forward a detailed application on the attached prescribed form to the Principal, Govt, Medical/Dental College, Amritsar, so as to reach his office at the latest by 5.00 p.m. on 12.8.1994 who will process the admission. Admission to the entrance examination by itself will not given a right to the candidate for admission to the course.
4.10 The admission form for entrance test duly filled in should be accompanied by the following documents :
(i) Three recent passport size photographs (printed form the same negative) of the candidate duly signed by the candidate and attested by the Principal of Meical College or a Gazetted Officer on the face of the photograph. One copy be pasted in the space provided on the admission form, one on the admit card and the third enclosed with admission form.
(ii) An attested copy of the Matriculation/Higher Secondary Certificate issued by the University, Education Board, showing the date of birth of the candidate.
6.1 A combined merit list on the basis of performance of Entrance Test will be prepared.
6.2 The final merit of a candidate will be determined on the basis of performance of Entrance Test (80 marks) and previous record of MBBS/BDS course for non PCMS/PCMS (DENTAL PDES graduates/weighatge of length of service for PCMS/PCMS (DENTAL PDES DOCTOR (20 MARKS).
6.3 The selection in each speciality and institution will be based on merit cum-choice of each candidate. For each discipline a waiting list of 25% of the available seats will be prepared and vacancy/cies if any, will be filled latest by 31.8.1994 from amongst the candidates on the waiting list.
6.4 There will be separate merit for 40% and 60% quota candidates.
6.5 Determination of inter-se merit of candidates obtaining equal marks: In case of two or more candidates obraining equal marks computed out of 80 marks secured in the entrance test and 20 marks of MBBS/BDS examination for fresh graduated/weightage of length of service for PCMS/PCMS (DENTAL PDES candidates; the inter-se merit of such candidates shall be determined in order of preference as under :
(i) Candidates obtaining higher marks in entrance test.
(ii) Candidates obtaining higher marks in Part II
(iii) Candidates obtaining higher marks in Part I
(iv) According to age-order getting preference over younger.
The interview for admission to Post-graduate Medical/Dental course (Pesidenty system) in the State Medical/Dental Colleges, Patiala and Amritsar wil be held at Govt. Medical/Dental College, Amritsar on 25.894 at 9.A.M. Wher eboth the Principals and respresentative of Guru Nanak Dev University, Amritsar would be present.
7.2 Interview is MANDATORY for all eligible candiddates applying for admission of Post-graduate Medical/Dental courses for verification of certificates etc.
7.3 Interview does not carry any marks or any other weightage for selection.
7.4 The candidates must produce all the certifcate/degree/diploma/documents in roiginal, at the time of interview.
8.1 Application form for admission to post-graduate courses must be submitted to the Principal, Govt. Medical/Dental College, Amritsar after declaration of result of entrance test.
8.2 Incomplete admission form will not be considered.
8.3 Candidates should not submit original certificates unless specfically asked for by the university.
8.4 In case any candidate is found to have furnished false information or certificate, etc. or is found to have withheld or concealed information in his/her application form, he/she shall debarred from admission to the course.
8.5 Incomplete application will not be entertained and will be rejected without any intimation to the candidadtes.
8.6 Any attempt by a candidate to influence directly or indirectly will disqualify him/her.
8.7 There shall be no re-evaluation/rechecking of scripts.
8.8 Photostat copies of the certificate/document should also be attested by the competent authority.
