UNION PUBLIC SERVICES COMMISSION COMBINED MEDICAL SERVICES EXAMINATION
A combined examination for recruitment to the services and posts mentioned in para 2 below will be held by the Union Public Services Commission at Agartala, Ahemdabad, Aizawl, Allahabad Bangalore, Bareilly, Bhopal (Guwahati), Gangrok, Hyderbad, Imphal Itanagar, Jaipur, Jammu, Jorhat, Kohima, Lacknow, Madras, Madurai, Nagpur, Panji(Goa), Patna, port Rajpur, Sambalpur, Shillong, Shimla, Srinagar, Trupati, Trivandrum, Udaipur and Vishkhapatnam on the 21st march 1993 in acconrance with the Rules published by the Ministry of health & Family Welfare (Dept. Of Health) in the Gazette of India the 10th October 1992.
The centres and the dates of holding the examination as mentioed above are liabiel to changed at the discreation of the commission. While every efoort wil be made to allot the candidates to the centre of their choice for examination, the commision may at their discretion, al;lot a different centre to a candidate, when informed of the time table and place or place or examination (See para 19 (ii) below)
Candidates should note that no request for change of centre will normally be granted. When a candidates however desires a changes in centre from the one he had indicated in his application from for the examination he must send a letter addrssed to the secretary, Union Public Services Commission by registred post, giving full justification as to why he desires a changes in centre. Such request will be considered on merits but request received after the 22nd February 1993 will noto be entertaine under any cirncumstances.
2. The Services Posta os which recruitment is to be made an the approx in mate number of vacancies to he filled are given below.

· Reservation will be made rof Candidates belonging to the scheduled castes and the Scheduled Tries in respect of vacancies as may be fixed by the Govt.
3) A candidates apply for admission to the examinatio in respect of any oen or more of the services posts mentioned in para 2 above. Candidates will be required to indicated preferences for services posts at the appropriate time. If a cndidated wishes to be admitted for more than one services posts he needs to send in only one application. He will be required to pay to pay seprate fee for each of the services posts for which he applies.
4) Eligibility Conditions
1)Nationality
A candidates must be either
a) Citizen of India or
b) subject of Nepal or
c) A subject of Bhuttan or
d) A Tibetan refugee who came to India before the 1st Junary 1962 with the intention of permanently setting in India or
e) A person of Indian origin who has migrated from Pakistan Burma, Srilakna or East Afircan constries of Kenya, Uganda, the United Republic of Tanazani (Formely Tanganyka and Zanzibar) Zambia, Malavi, Zarie and Ethiopia or form Vietnam with the intention of permanently setting in India
Provided that candidates belonging to categories (b), [c] and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the gobt. Of India
A candidates in whose case certificate of eligibility is necessary, mey be admited to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Govt. of India.
ii) Age limit
a) A candidates for this examination must not have attained the age of 30 years as on 1st Junary 1963.
b) The uppor age limit is 2nd Junary 1963
i) upto a maximum of five years if a candidates belongs to a Scheduled Caste or a Scheduled Tribe
ii) upto a maximum of three years if a candidates is banafide repatriate or a propective repatriate of Indian origin form Srilakna and has magrated to India on or after 1st November 1964 or is to migrate to India under the Indo-Ceylon Agreement of October 1964
iii) upto a maximum of eight years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe and is also bonafide repatriate or a prospectivr repatriate of Indian origin from Sri Lanka and has migrated to India on or after 1st Nobember 1964 is to migrate to India under the Indo-Ceylon Agreement of october 1964.
iv) upto a maximum of thre years if a candidates is bona fide repatriate of Indian origin from Kuwait of larq and has mirgated of India form any of these contries after 15th may 1990 but before 22nd November 1991
v) upto a maximum of eight years if a candidates belongs to a Scheduled Caste or a Scheduled tribe and is also is a bona fide repatriate of Indian origin from Kuwati of Larq and has migrated to Indian from any of these contries after 15th may 1990 but before 22nd November 1991
vi) upto a maximum of three years in the case of Defence Services personnel, disabled in operations during hostilities with any foreign counrty or a in distrubed area; and released as consequence thereof
vii) upto a maximum of eight years in the case of defence services personnle disabled in operation during hostilities with any foreign country or in a distrubed area; and released as a consequence thereof who belongs to the Scheduled Caste or the Scheduled Tribe.
viii) upto a maximum of five years in thecase Ex-servicemen including commissioned officers and ECOs/SSCOs who have been released (I) on completion of assignment (including those Junary 1993) otherwise than by way dismissal or dischage on account of miscounduct or inefficiency, or (ii) on account of physical disbility attiributable to military services or (iii) on invalidment.
ix) upto a maximum of ten years in the case Ex-servicemen including commissioned officers and ECOs/SSCOs who have rendered at least five years, military services as on 1st Junary 1993 and have been released assignment is due to be completed within one year from 1st Junary 1993) otherwise than by way of dismissal of discharge on account of misconduct or inefficienty, or (ii) on account of physical disbility atributable to Military Services or (iii) on Scheduled Castes or the Scheduled Tribes.
x) upto a maximum of 5 years in the case of ECOs/SSCOs who have completed an initial period of assignment of 5 years of Military Services as on 1st Junary, 1993 and whose assignment has been extended beyond 5 years ans in whose case the Ministry of Defences issues a certificate that they can apply for Civil employment and that they will be released on 3 mounth notice on selection from the date of receipt of offer of appointment.
xi) upto a maximum of 10 years in the case ECOs/SSCOs who have completed an initial period of assingment of 5 years of Military.
Service as on 1st January, a993 and whoose assingnment has been extended beyond 5 years and in whose case the Ministry of Defence issues a cerficate that they, can apply for Civil employment and that they can apply for Civil employment and that they will be released on 3months notice on selection from the date of receipt of offer of appointment who belong to the Scheduled Castes or the Sceduled Tribes.
(xii) The ad-hoc Coctors appointed after 1-10-1984 in the Ministry of Raukways will be granted relaxation in age to the extent of the peroid of service rendered by them as ad-hoc Doctors in Railways, in the light of the Supreme Count’s orders dated the 24th September, 1987 on the Writ Petions (Nos. 822,180 & 200 of 1987 with Nos. 370, 298 & 73 of 1987 with Nos. 1165, 1328, 1619, 1735,1275, 1457, 1087, 1034, 1263,1294, 1327, 1249, 1370, 1353, 1400, 1451, 1504, 1564, 1650, & 1609 of 1986, filed by some ad-hoc Doctors caliming the relaxation in upper age limit under this provisiom should submit their applications for admission to the examination through the Ministry of Railways who will certify that the applicants are covered by the orders of the Supreme Court.
NOTE I: The term Ex-servicemen will apply to the persons, who are defined as Ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts ) Rules, 1979, as amended form time to time.
NOTE II: Candidates falling under para 4(11) (b) (11) to (xi) who do not belong to Scheduled Caste and Scheduled Tribe are not eligible for age concession if they have already joined any Government job on Civil side after availing of the age concession.
Save as provided aabove the Age-Limit Prescribed can in no case be relaxed.
The date of birth accepted by the Commision is the entered in the Matriculation of Secondary School Leaving Certificate or in a Certificate recognised by an Indian University as equivalent to Matricualation or Sencondary School Leaving Certificate or in a Certificate recongnised by an Indian University as equivalent to Matriculation or in as extraction from a Register of Matrivulates maintained by a Universitym which extract must be cerified by the proper authority of the University or in the Higher Secondary or an equivalent examination cerificate. These cerificates are required to be submitted only after the declaration of the result of the written part of the examination.
No other document relating to age like horoscopes, affidavits, biarth extracts from Municipal Corporation, service records and the will be accepted. The expression of Matriculation/ Higher Secndary Examination Certificate in this part of the instuction includes the alternative cerificates mentioned above.
1. Candidates should not that only the date of Birth as reconded in the Matriculation higher Secondary Examination cerficate or an equivalent certificate as on the date of submission of application will be accepted by the Commission and no subsequent request for its change will be considered or granted.
2. Candidates should also not that once a Date of Birth has been claimed by them and entered int he reconrd of the Commission for the purpose of admission to an Examination of the commission.
(iii) Education Qualification:
For admission to the examination, a candidate should habe pased the written and practical parts of the final M.B.B.S. Examination.
Note 1: A candidate who has appeared/or has yet to appear at the final M.B.B.S. Examination may also apply. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation, if they do not produce proof of having passed the written and proctical parts of the final M.B.B.S. examination along with the detailed application which will be required to be submitted to the Comminssion by the candidates who Qualify on the result of the written part of the examination (cf. Note : below para 6).
Note 2: A candidate who has yet to complete the compulsory rotating internship is educationally eligible for admission to the examination but on selection he wil be appointed only after he has completed the compulsory rotating internship.
5. Fee.
A candidate seeking admission to the Examination mujst pay to the Commission, fee of Rs. 35.00 (Rupees Thirty five ) Payment must be made through Central Recruitment Fee Stamps or crossed Bank of India Payable to the Secretary, Union Public Servivce Commission at New Delhi or Through crossed Indian Postal Orders payable to the secretary, Union Public service Commission at New Delhi General Post Office of India’s High Commissionerm, Ambassador, or Representitative abord , as the case may be, for credit to account head “051-Public Service Commission Examination Fees” and attach the receipt with the application.
Candidates belonging to scheduled castes/scheduled tribes are not required to pay any fee.
Applications not complying with this requirements will be summarily rejected. No claim for areund of fee once paid to the Commission will be entertained nor can the fee be held in reserve ofr any other examination ro selection.
Note I: Central Recruitment Fee Stamps (Not Pstage Stamps) May be obtained form the Post office and affixed on the first page of the application Form in the space provided for the purpose. The stamps My be got cancelled form the issuing post office with the date stamp of the psot office in such a manner that the impression of the cancellation stamp partially overflows on the application form itself. The impression of the cacellation stamp should be clear and distinct to facilitate identification of date and the post office of issue. Postage Stamps will in no case be accepted in lieu of ‘Central Recruitment fee Stamps’/
Note 2: Candidates should write their name and address on the reverse of the Bank Draft at the Top at the time of submission of their application. In the case of Postal order the name and address should be written by candidates on the Postal Order in the space provided for the pupose.
6. How to apply.
A candidates seeking admission to Examination Must apply to the Secretary, Union Public Service Commissio, Dholpur House, New Delhi-110011, Through the application form printed alongside. The candidates may utilise in original the form publised in the newspapers or in Employment News, filling up the columns in their own handwriting with ballpoint pen. They may also use the application form neatly type-written on white paper. There is no objection to candidates using printed Application form and Attendance sheet, if available, from private agencis, as long as the format is exactly the same as published alongside of this advertisement. DCandidates should not that applications filled in on the format used for the previous examination will not be considered. The envelop containing the application should be superscribed in bold letters as:
“Application for Combined Medical services Examination, 1993”
a) A candidate must send the following documents with his application:
i) Central recruitment Fee Stamps/Crossed Bank Draft/Indial Postal Orders or Indian Mission Receipt for the prescribed fee.
ii) Attendance Seet (printed alongside) duly filled in.
iii) Two indecal signed copies of recent passport size (5cms. *7ms. Approx.) photographs of the candidate one pased at the application form and the other on the Attendance Sheet in the space provided therein.
iv) One self-addressed postcart bearing additional Postage Stamps of 45 paise denomination thereby the total postal charges to 60 paise.
v) Two self Addressed unstamped good quality envelops or size apporx 11.5 cms. * 27.5 cms. Candidate should write neatly his complete postal address i.e. his name, House No., Ward No. Mohalla etc. on the envelopes. Incaes where House No. is not there, the candidate should write his own full name with postal address.
b) Candidates are requested to use good quality paper for writing application and arange the application and enclosures there to in the following order-
(i) Main application; below that
(ii) Attendance sheet; below that
(iii) Postal Orders/bank Draft, if any; below that
(iv) Self-addressed unstamped envelopes(in vertical position).
c) Candidiates should not that only international form of Indian numerals is to be used while filling up the application form. Even if the date of birth in the SS LC or its equivalent certificate has been recorded in Hindi nuberals, the candidates should ensure that while entering it in the application form uses international form of Indian umerals only. They should take special care that the entries made inteh application form should be clear and legible. In case there are any illegible or misleading entries, the candidate will be resonsible for the confusion and the ambiguity caused in interpreting such entries.
All candates,whetger already in Government Service, in Government owned industrial under taking or other similar or imprivate employment should submit their applications direct to the Commission. If any candidate forwars his application through his employer and it reaches the Union Public Service Commission late, the apllication, even if submitted to the employer before the closing date will not be considered.
Person alreadyin Government service, whether in permanent or temporary capacity or as work charged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Officers/Department that they have applied for the examination. Candidates should note that in case comunication is received from their employer by the commission withholding premission to the candidates applying for appearing at the examination, their application shall be rejected candidated shall be cancelled.
Note : Application not accompained byt the prescried fee or incomplete or defective, applications shall be summarily rejected. No representation or correspondence regarding such rejection shall be entertained under any circumstances.
Candidatesare not required shall be entertained under any circumstancs. Candidates are not repaired to submit alongwith their application any certificate in support of their claims regarding Age, Educational qualification, Scheduled Caste and Scheduled Tribe etc. they should therefore, ensure that they fulfil all the eligibility conditions for admission to the examination. Their admission to the examination will also, therefore be purely provisional. If an verfication at any later date it is found that they do not fulfil all the eligibility conditions their canditure will be cancelled.
Candidats are requested to keep ready the attested copies of the following doeuments for submission to the Commission soon after the declaration of the result of the written part of the examination which is likely to be declared in the month of June 1993.
1. Certificate of Age
2. Certificate of Educational Qualification
3. Certificate in support of claim belong to scheduled caste and Scheduled Tribe where applicable
4. Certificate in support of claim for age concession, where applicable Immediately after the declaration of the result of the written part of the examination, successful candidates will be sent a form by the commission requiring additional information to be furnished. The attested copies of the above mentioned certificates will have to be sent of the commission at that time. Originals will have tobe produced at the time of interview. If any of their claims is found tobe incorrecte, they may render themselves liable to diciplinary action by the commission in terms of para 7 below.
5. A candidates who has been declared by the commission to be guilty.
i) Obtaining support for his candiature by any means or
ii) Impresonating, or
iii) Submitting fabricated documents or documents which have been tempered with or
iv) making staements which are incorrect or false suppressing material information or
v) resorting to any other irrefular or improper means in connection with his candidature for the examination or
vi) using unfair means during the examination or
vii) writing irrelevant matter, including obscene language or pronographics matter, in the scripts(s) or
viii) misbehaving in any other manner in the examination hall, or
ix) harassing or doing bodily harm to the staff employeed by the commission for the conduct of their examination or
x) violating any of the instruction issued to candidates along with their admission certificates premitting them to the staff employed by the commission for the conduct of their examination or
xi) violating any of the instruction issued to candidates along with their admission certificate premitting them to take the examination, or
xii) attempting to commit or as the cse may be abetting the commission of all or any of the acts specified in the foregoing clauses.
May in addition to rendering himself tocriminal procution, be liable
a) to be disqualified by the commission from the examination for which he is a candidates and or
b) to be debvarred either permanently or for a specified period.
c) I) by the commission from any employment or selection held by the,
ii) by the Centreal Government from any employment under them, and
d) if he is already is service under Government to disciplinary action under the appropriate rules
Provides tha no penalty under this rule shall be imposed except after in
i) giving the candidate an opportunity of making such representation in writing as he may wish to make in that behalf and
ii) taking the representation, if any submitted by the candidates within the preiod allowed to him into consideration.
8. Laste Date for Receipt of Application
The completed application from must reach the Secretary, Unior Public Services Commission, Dholpur House, Shahjahan Road, New Delhi- 1100011, by post or by personal delivcery at the counter on or before the 23rd November 1992 (7th December, 1992 in the case of candidates residing in Assam, meghalaya, Arunachal Pradesh Mizoram, Manipur, Nagaland, Tripura, Sikkim, J & K State, Lahaul and Spiti district and Pangi sub divisional of Chamba District of Himachal Pradesh Andaman and Nicobar island or Lakshwadeep and for candidates residing abroad form a date prior to the 23rd November 1992 whose applications are received by post from one of theareas mentioned above accompained arunachal pradesh mizoram maniopur nagaland, trupura, sikkim J & K State, Lahaul and Spiti district and Pangi sub Divisiona of Chamba District of Himachal Pradesh Andaman and Nicobar island or Kakshwadeep and for candidates residing abroad may at the discretion of the commission be required to furnish documentary evidence to show that he was residing in Assam. Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, J & K State, Lahaul and Spiti district and Pangi sub division of Chamba District of Himachal Pradesh Andaman and Nicobar island or lakshaweep and for candidates resding abroad from date prior to the 23rd November 1992.
Note :- Candidtes are advised to deliver their application by hand at the UPS counter or send by Registered Post. The commission will not be responsible for the application delivered to may other functionary of the commission.
No application received after the prescribed date will be considered.
9. Scheme of Examination
I) The examination will comprise
a) Written examination The candidates will take the examination in the following two papers each of two hours duration each carryig a maximum of 200 marks. The questions in both the paper will be so designed as to give, the following weightage to different subjects.

Neurology, dermatology and Psychiatry
ii) Surgery including E.N.T. Orthopaedics
Paper !! (Code No.2)
i) Paediatrics 40%
ii) Gynaecology and Obstetrics 20%
iii) Preventive, Social and Community Medicine 40%
iv) Personality who qualify int he written examination Marks
II) The examination in both the papers will be competely of objective (mulpitle choice answer) type. The question paper ( Test Booklets) will be set in English only,
III) Candidates must write the papers in their own hand in no circumstances will they be allowed the help of a scrie to write answer for them.
IV) The commission have discretion to fix qualifying marks for the examination.
V) Candidates are not permitted to use calculators for answering objectives type papers (Test booklets). They should not therefore, bring the same inside the examination hall.
VI) The interview for perfonality test will be intended to seve as supplement to the written examination for testing the General Knowledge and ability of the candidates in the fields of their academic study and also in the nature of presonality test to assess the candidates intelectual curisoty, critical powers of assimilation, integrity of character, initivate and capability for leadership.
Note: The candidte informted manual containg details pertaining to objective type Test including sample question be supplied to candidates along with the Admission Certificates
10 . Candidates who obtain such miminum qualifying marks in the written examination as may be fixed by the commission in their discretion shall be summoned by them for an interview for a personality test.
Provided that candidates belonging to the Schduled Castes or Scheduled Tribes may be summoned for an interview for a personality test by the commission by the applying relaxed standards if the commisson are of the opinion that sufficient number of candidates from these communities are not likely to be summoned for interview for a personality test on the basis of the geeral standards in orders to fill up the vacancies reserved for them.
